1.allow the shooting of coyotes from snowmobiles. its such an odd concept, it really peaked my interest.

2.require the mandatory reporting of abuse or neglect of elderly or disabled adults. i figured this would already be mandatory so i was suprised to see it.

3.authorize dental hygienists to provide preventive and therapeutic services to more persons under certain circumstances. i know that when i go to the dentist, i want to keep bad thing from happening to my teeth too.

HOUSE BILL NO. 1006
I chose this bill because it talks about how disabled people can still take game from other hunters who are with the hunt as long as the disabled person has a license.

HOUSE BILL NO. 1047
I found this interesting because there won't be a prairie dog season, they will able to be hunted year-round.

HOUSE BILL NO. 1058
I chose this bill because it tells about what will be considered a motor vehicle.

Senate Bill 55, allow the shooting of coyotes from snowmobiles. there are many people who alreadly do this, and if there is a problem then i dont see why this wouldnt pass.

House Bill 1010, revise the definition of bulk pesticide. there are many people who buy in bulk now because it is way cheaper than a gallon at a time

House Bill 1049, require that funds from the sale of certain estrays and livestock on "hold" status be deposited in the permanent school fund. im not sure what fund this should go into but i do not think it should go into the school fund.

2.require the mandatory reporting of abuse or neglect of elderly or disabled adults. I thought this would have been mandatory already!!

3.change the terminology for mental retard, mentally retarded, mental retardation, and other similar terms in statute and to provide for the change in printed materials and signage. I think this means change the name, which is quite interesting to me. Whats the problem with the name now? Odd.

Senate Bill 35-revise certain provisions regarding the crime of taking pictures without consent. I thought that it was interesting that the government thinks of bills like this. Its good that they want to protect the privacy of people and they realise how much technology is changing.

Senate Bill 14-require the mandatory reporting of abuse or neglect of elderly or disabled adults. There is a long list of different people who are required to report abuse of the elderly. If they fail to do so they could be charged with a Class 1 misdameaner. I think its interesting how even knowing and not telling could get you into trouble.

Senate Bill 55-allow the shooting of coyotes from snowmobiles. This bill says that a person can't shoot or harass any game or bird while on snowmobile, except coyotes. I thought it was interesting that the coyote is the only animal that a person is allowed to shoot on snowmobile.

The first Bill that caught my eye was SB 55. It is a new outlook on hunting Coyotes from snowmobiles. It is saying you dont have to dismount from your sled to shoot the animal.

The second Bill was SB 29. It is a provision of extra fines of penalties for not telling a Law enforcement officer a false statement.

And the Third is SB 19. This is a provision pertaining to the motor carrier safety and the transportations of Hazardout Materials.

SB 14 require the mandatory reporting of abuse or neglect of elderly or disabled adults. I would think that most people report it already. And if they don't I do not think they will after the bill is passed.

SB 35 revise certain provisions regarding the crime of taking pictures without consent. I am not really sure of how they are planning to control this bill...like what would the rules be?

HB 1056 establish an additional time period during which fireworks may be sold and discharged and to revise certain provisions regarding county regulation of fireworks. Most people shoot off fireworks whenever they want, especially in small towns....so they might as well pass it and make it legal.

This would be a good idea just so the people that might be effected by this person getting out can know that they are out of prison and were they are.

1.HB 1018 provide for a partial early final discharge from parole.

I think this will work to a point. To the criminales out here they will find it most help full to get out of parole early.

2.SB 55 allow the shooting of coyotes from snowmobiles.

I think that if someone has to bring up snowmobiles and shooting coyctes they have too much time. there are other things that are way more inpornaint then that but if it will be past good for all farmers,and country people.

3.SB 36 add a tribal member to the Law Enforcement Officers Standards Commission.

I would like to think what dose haveing a tribal member going to do that a anyone from a law enforcement cant do. why should there be on in there. im not saying they cant but i dont understand why just a tribal member should be in the law force.

Senate Bill-5
I think this is a very good proposal. I agree they need to update the signs. It will help keep everyone more safe and aware and drivers will not have to question whether they can make it or not.

House Bill-1056
I really like this bill because I think fireworks stands should be open longer then they are so more people have a chance to get them. I also like that they are revising the county regulations. It would be cool if we could shoot fireworks off in more places then just the certain ones we can now.

House Bill-1047
I like this bill because now there will not be a certain season, hunters will be able to hunt for praire dogs year-round.

*SB 55-allow the shooting of coyotes from snowmobiles. I think its good for the farmers because if they have a coyote on there land and they notice it while they are snowmobiling then i think that they would b allowed to shoot at it because their there and the coyote is there so you might as well shoot at it.
*SB 24- increase the filing fee for a rate case filed by a gas or electric public utility. I think that this is not good because people don't get paid enough the way it is and so how are they going to be able to afford that payment plus other payments when they aren't getting paid enough to even over half their bills.

The first bill that I came across that interested me is the House Bill 1008. This bill authorizes for the Board of Regents to expend higher education facilities funds to maintain and repair facilities occupied under capital leases. This bill is important to me because I am a student who wants to further my education by attending college. By expanding the higher education facilities fund it will help colleges keep their programs and also maybe even expand their programs. This will also help colleges survive and not be torn down due to its old age since the funds will be used to maintain and repair the facilities.

One other bill that interested me as I came across it would be the House Bill 1017. This bill authorizes the release of offender photographs and physical description for purposes of victim and community notification. This bill is not only important to me, but it should also be important to the whole community. By having photos of offenders being sent out, people will notice who these people are and so that people can stay away from them. Also stores can put up these photos to protect their store from being robbed.

The final bill that interested me was the Senate Bill 14. This bill requires the mandatory reporting of abuse or neglect of elderly or disabled adults. This bill interests me because abuse and neglect should be reported at all times to make sure that the victim has a fighting chance it they do not come forward with the issue.

1) Require the mandatory reporting of abuse or neglect of elderly or disabled adults. I definitely think this should be a bill that is passed because I was unaware that sometimes the elderly or disabled adults are treated poorly in the first place.

2) Authorize certain air guns for use of hunting certain animals. I believe that hunters should have more freedom for doing what they want to do within safety regulations.

3) Provide for the transfer of the states interests in the Sisseton National Guard Armory to the city of Sisseton. The National Guard helps the citizens baby!!!!

HB 1008 Authorize the Board of Regents to expend higher education facilities funds to maintain and repair facilities occupied under capital leases.
I think this is important to South Dakota because it allows the state to repair its state schools. Students aren't going to want to stay in or come to South Dakota if the facilities aren't up to standards or if they can go to a better school for the same price.

SB 13 Revise certain evidentiary rules relating to the statements of children.
This doesn't affect me now because i'm not a child and I don't have children, but eventually I will. Children are people too, and their statements should be heard in court even if they aren't seen as reliable. I think that often children are even more honest then many adults.


SB 50 revise certain certification levels of emergency medical technicians.
Now this could affect anyone. No one wants to be sent to the emergency only to be given the incorrect treatment or be sent home just because the technician who treated them was undercertified. That person not only wasn't helped in anyway, but they also got a bill for it.

SB 55 interested me, because it does not allow anyone to chase, drive, harass, kill, or attempt to kill any game animal or game bird with or from a snowmobile, except for coyotes.

HB 1047 is interesting, because it opens prairie dog season to all year round, no limitations on shooting hours, and no daily limits. This is good, because there are way to many prairie dogs, and they are very fun to shoot at.

I think HB 1065 is interesting because starting July 1st 380,000 dollars are being transfered from the GFP fund to SDSU's department of wildlife and fisheries sciences. This money could be very useful in research for South Dakota's wildlife.

There are many people that go prairie dog hunting. Will the revise say you can shoot less or more prairie dogs.

SB 55 allow the shooting of coyotes from snowmobiles.
Many people do hunt coyotes from their snowmobiles already and there isnt really any problems, so I think that they should pass this as a law that you can hunt from your snowmobile.

Most people shoot off fireworks when they want to, cause they have extra left over from the 4th of July. But I think people would keep buying fireworks throughout the year if they could, and firework stores would make some more money.

SB 55 - allow the shooting of coyotes from snowmobiles. (Many people do this already, especially if they are trappers. It's just a different way of transportation to do so. There really hasn't been a problem yet, but also there would have to be regulations on it as well.)

SB 71- prohibit the use of certain handheld electronic wireless devices for electronic messaging while driving. (This is a good idea. Other states have done it and I'm sure the accident rate would decrease. Yes, some people wouldn't follow with, but that's their fine to pay.)

HB 1056- establish an additional time period during which fireworks may be sold and discharged and to revise certain provisions regarding county regulation of fireworks.(I personally love fireworks! I think this would be awesome, but on the other hand maybe if this took effect people wouldn't appreciate them as much because they can have them whenever they want. Maybe if it were just around holidays or something like that it would be better. I'm not sure where I stand on this)

HB 1006 - authorize certain air guns for use in hunting certain animals. I feel the air guns for hunting certain animals is unfare. people will have a better chance to kill the animal they want.

HB 1047 - revise certain prairie dog shooting season provisions. Prairie dogs are a help to the evirment. they help other animals srevie throw grass and meat.

HB 1065 - transfer money from the Department of Game, Fish and Parks to South Dakota State University for wildlife and fisheries instruction. This might be a good and bad thing. parks need money to keep the parks running, but they all so need new emperys to come in too.


SB 55 - allow the shooting of coyotes from snowmobiles. i fell that to is very bad and tocher to the coyotes. becouse an a snoemobiles you can not get a good shot so you have to shot the a lot more then you should. it is very pain full to the animal if you dont kill it right away.

HB 1055 prohibit employers from restricting employees who are volunteer emergency responders in their response to emergencies during working hours.
HB 1063 provide for the deposit in the general fund of the proceeds from the sale of certain contraband or abandoned items by the Department of Game, Fish and Parks.

HB 1055 wants to prohibit employers from restricting employees who are volunteer emergency responders in their response to emergencies during working hours. I think this is important expecially in our area where all we have is volunteer departments.

HB 1056 wants to establish an additional time period during which fireworks may be sold and discharged and to revise certain provisions regarding county regulation of fireworks. I think it would help the firework stores make more money because people would be buying them all year. Plus we shot them when we want anyway so why not make it legal when it doesn't hurt anything.

SB 71 wants to prohibit the use of certain handheld electronic wireless devices for electronic messaging while driving. In my opinion it is a good idea. I think it will help make the roads safer.

I thought it was interesting that the House would want to change terminology. I also agree with this Bill.

Senate Bill 32, revise the time period to update certain sex offender registration information and to require the collection of passport and professional license information for such registration purposes. I agree with this bill, it is important to keep a sex offenders registration information updated, and mkae sure that they have everything they need to know about them.

HB 1056 talks about when fireworks should be sold and discharged. I think this is funny because everybody fires them off when they want and I do not have a problem with that.
SB 14 talks about the abuse and neglect of older people. I did not even know that they were being treated badly , but they probably do not have good protection.
SB 35 talks about the provisions regarding the consent of taking pictures without peoples consent. I think this one is stupid because if the person did not want their picture in the first place they would have just told them no.

SB55 where you would be allowed to shoot coyotes from snowmobiles. Think that is good idea because people already do stuff like that anyway aslo it would allow people to hunt more in the winter.

SB18 revise certain requirements regarding a commercial driver license. I think it would be helpful because there are old drivers who don't want to quit but can't remember what the are doing so people could get hurt.

I think this bill should pass because people like to shot and buy fireworks and if they had more to use them they would have any left over for next and also people like fireworks to start the new year.

SB 14 about reporting the abuse of the elderly. You would think that people would already report that and if they don't it's not like they are going to do it after the bill is passed.

HB 1017 When offenders get out of jail the victims should be notified. I think that victims should be aware of their offenders being released from jail. That should be the right of the victims! The public should be notified when a potentially dangerous person is in their community!

HB 1055 This bill talks about how employers cannot restrict employees from leaving if they are a volunteer first responder. I believe that if we have a volunteer fire department then people should have the right to have a job and to volunteer their time to being a first responder.

My first is HB 1051 that should provide deadlines for the transmission of voter registration files. I think this is a good idea because some people take awhile to register to vote.We need a certain deadline so people can register faster.

My seceond is SB 55 that is saying that they should allow the shooting of coyotes from snowmobiles. I do not agree with this because we shouldn't be hunting on snowmobiles anyway.

My third is HB 1056 saying to establish an additional time period during which fireworks may be sold and discharged and to revise certain provisions regarding county regulation of fireworks. Many people have left over fireworks so they shoot them off whenever they want and if we didnt, most will keep shooting them off anyway. So I think they should pass it.

HB 1047 i think that it is good that they are talking about the hunting seasons and the shooting of certain animals.

HB 1056. i think people should be able to sell fireworks and discharge fireworks whenever they want.

HB 1066 Provide a penalty for violations of custody or visitation decrees. I think that if you dont follow the law with custody and violate the law you should be punished for it, its not fair for the other parent to have to deal with everything.

SB 3- This bill talks about if people are using the state seal in the right mannner and using it well.
SC 1- Talks about honoring the city of Deadwood for its 50th anniversary of being a National Historic Landmark
HB 1056- This bill states that they want to address a longer time period in which people can shoot fireworks.

HB 1014. This bill states that employers will not be able to harass people who are 1st responders or emergency responders in the event that they need to leave their work place to help. This is good because if people are helping at emergencies, their local employment shouldn't be able to fire them or harass them in any way.

HB 1047. This bill is about revising rules and regulations regarding prairie dog shooting. As long as we can shoot more of them its fine by me.

HB 1001. This bill talks about revising rule and regulations regarding agriculture. As long as the assesments are in favor of farmers, I think this is a good thing.

SB29-create the crime of making a false statement to a law enforcement officer and provide a penalty therefor. It's a waste of time for the cops and distracting an officer is a crime so this should be too.

HB1056-establish an additional time period during which fireworks may be sold and discharged and to revise certain provisions regarding county regulation of fireworks. Many people in south dakota buy extra freworks and shoot them off all year so why not allow it because it wont hurt anyone.

Senate Bill 71. This bill is about making driving while using your handheld device illigal. I think this is unrealistic. How are they going to regulate this and crack down.

HB 1056. This bill is about being able to sell fireworks at other times. I like this because fireworks are fun and not too dangerous if they are in the right hands.

House Bill 1012. This bill changes how they call mentally handicapped people in legislature. I cannot believe they still use that kind of language in Government. ha

I think this is a good bill that could save a lot of people from being in motor vehicle accidents. Texting while driving is dangarous. And there needs to be something done to prevent it from happening.

SB 68 authorize investment of certain public funds in bonds issued by political subdivisions or agencies of the state. I think this is importat so that there is no fraud. especually when people are running for an office and they need money.

SB 65 allow nonpublic schools accredited by certain accrediting agencies other than the Department of Education to become members of the South Dakota High School Activities Association. Other schools that are not public have athletes that should have they same rights as other athletes that go to public school

HB 1006 this bill allows disabled persons to take game from other hunters as long as the disabled person has a liscense. this is good it allows more people to hunt despite disablities.

HB 1058 tells what exactly is considered a motor vehicle.

HB 1056 says that they are trying to extend the sale of fireworks to residents and non residents. this is awesome more fireworks more time.

3. Create the crime of making a false statement to a law enforcement officer and provide a penalty therefor. -Freedom of speech. We should be able to say what we want to a police officer as long as it is not threatening.

Bill HB 1012 was about changing it so the word mentally retarded is not used when speaking of the mentally disabled. They have now chosen to call it persons with intellectual disabilities. I thought this was interesting, because people have turned the word "retarded" which used to be an acceptable medical term into slang that is meant to offend.

Bill HB 1017 was about authorizing it so that when there is a felon that there information is posted for all to see. A kind of warning sign to who they have recently caught. I believe this is a good idea, because I don't think that criminals have a right to keep their dirty business under wraps.

Bill HB 1055 was about how employers will no longer be allowed to keep their employees who are also volunteer firefighters or life support volunteers from responding to an emergency call or having their emergency radios on. I think this is good, because if there is an emergency who ever is in danger is more important than what they are doing at work.

I think this is a grand idea the word retarded is no longer just being used as a medical term it is used as a slang word to harass and hurt other people so changing the medical term to persons with intellectual disabilities is a good idea.

SB 35 revise certain provisions regarding the crime of taking pictures without consent. This should definatley be revised and whoever would do such a thing is a major creep and should be put in jail!

SB 55 allow the shooting of coyotes from snowmobiles. I feel as though this bill is quite ridiculous. I think it would be very dangerous to ride around on a snow mobile with a loaded weapon.

Both Senate Bill 71 and 115 have to do with banning certain wireless devices while driving. I feel that banning texting while driving would be a good thing, but I think it is not the right time to ban talking on the phone while driving too.

House Bill 1084 would make all County Sheriffs take a mandatory drug test. This is a good thing, the people holding up the law should also obey the law.

House Bill 1197 would make party affiliations be posted on school elections and municipal elections. I feel like this could have both good and bad effects. On one hand, it could help voters make a decision of who to vote for. But, on the other hand, it could make city-wide voters not pay attention at all about elections, as they would just vote straight-ticket.
